Q: What is a “PPP”?
A public-private (PPP) is a long-term contract under which a public body allows a private-sector enterprise to participate in designing, constructing, financing, and maintaining a large-scale project. The MUHC’s Glen Campus will be designed, built and financed and maintained through a PPP, while the Mountain Campus is being refurbished using conventional methods.
PPP collaborations have been used extensively in the United Kingdom and are beginning to gain popularity in Canada. The private-sector enterprise that is chosen to proceed will not begin to receive any payment for the project until the doors to the new facility open – lending substantial incentive to the enterprise to get the job done in a timely manner.
Q: I’ve been hearing about this “new Superhospital” for years now. What guarantee do we have that it will really be built THIS time?
It’s impossible to contest the fact that this project has encountered many delays, and caused a great deal of disappointment in our community. But while it may have seemed that no progress has taken place over the past few years, rest assured that behind the scenes, there has been a flurry of activity and preparations. This is a colossal undertaking, and moving forward prematurely for the sake of saving face and keeping timeline promises would not have ultimately served the needs of our community.
